SPUR for Employers

Skills Programme for Upgrading and Resilience (SPUR), is an enhanced funding scheme developed to scale up training programmes to help companies and workers during the recent economic downturn and build strong capabilities for the recovery. It helps employers affected by declining business to retain workers by sending them for training. By tapping on the available funding, employers are able to manage excess manpower and save manpower costs. The goal is to help employers save jobs and strengthen their capabilities to prepare for the economic upturn.

SPUR offers financial incentives to employers when they send their workers for SPUR courses conducted by approved training providers. The incentives are course fee subsidy and compensation for workers’ absence during the period of training (absentee payroll subsidy).

  • Higher Financial Incentive – employers enjoy government subsidies of up to 90% for courses under SPUR. Over and above the course fee subsidies, employers’ absentee payroll subsidy has been increased by 50%.
  • Better Management of Manpower – employers are able to deploy staff to jobs that require high skills and better knowledge; retain better-trained and qualified staff who may be difficult to find during periods of high demand; save manpower costs during periods of low demand.
  • Stronger Business – by adopting a long-term approach of developing workers’ skills, employers will build stronger manpower capability for higher productivity and greater competitiveness.

Under this programme, there are over 1,000 courses ranging from healthcare, education, security, social services to tourism, available until 30 November 2010.
